The incident occurred in Eastleigh town centre on Tuesday, in full view of members of the public, including families and children, police say.
Police stated the individual was apprehended by officers from Eastleigh’s Neighbourhood Enforcement Team and Neighbourhood Policing Team.
A statement from police read: “The individual is now in police custody, where he will remain until he sobers up and can be interviewed and dealt with appropriately.
“This behaviour is completely unacceptable and will not be tolerated in our district.
“Our teams will continue working hard to keep Eastleigh a safe place for everyone.”

The force voiced their appreciation towards members of the public who demonstrated concern for the officers and made sure they had enough space to effectively carry out their duties.
Police said: “Your support makes a real difference.”
