Officers were called shortly after 3am on May 29 after a dark coloured car, which is now believed to have been an Audi, hit a pedestrian and did not stop at the scene.
The victim, a 38-year-old man, was taken to Southampton General Hospital, where he remains in a condition described as stable.
Two 18-year-old men from Fareham and Hamble have been arrested separately on suspicion of attempted murder, causing injury through dangerous driving, vehicle interference, and failing to stop following a collision.

They both remain in custody at this time.
Officers are now looking to speak to two teenagers who were seen at the BP Garage at Park gate at 1.45am and may have been in the area at the time of the collision.
They are white, with one having blonde hair longer at the front and shorter at the sides, while the other has brown hair.
Both were seen wearing dark jackets and dark trousers.
A spokesperson for Hampshire police said: “Officers are carrying out house-to-house enquiries and we are particularly keen to hear from anyone who may have doorbell or dashcam footage that can assist us.
