Officers were out on patrol in Southampton this morning when they spotted the driver.
An officer on a motorcycle stopped the Toyota Yaris driver, who was using a learner vehicle, in Cumberland Place shortly before 11.30am.
Posting on social media, officers urged fellow motorists – and driving instructors – to heed their warning.

They said: “This driving instructor got an unexpected lesson when they were seen using their mobile phone by a police motorcyclist in Southampton today.
“They received some reflective learning in the form of a traffic offence report, points and a fine.
“It’s not worth the risk.”
The force confirmed that the likely outcome will be six points on the driver’s licence and a £200 fine.
Alternatively, they may be subject to a court appearance.
