Rwanda asks UN to relocate agencies to Kigali

The Government of Rwanda has formally invited the United Nations to relocate several of its agencies and programmes to Kigali as part of the UN80 Initiative. Prime Minister Dr. Edouard Ngirente sent the official invitation to UN Secretary-General António Guterres via a letter dated May 15th.

In the formal letter, Rwanda expressed its commitment to partner with the United Nations during its organisational transformation. “As the United Nations undertakes a bold transformation through the UN80 Initiative, Rwanda stands ready to serve as a committed partner in shaping the future of its global operations,” wrote Prime Minister Ngirente.

The Rwandan government highlighted Kigali’s advantages, including direct air connectivity to key regional and global hubs. The letter emphasised Rwanda’s political stability, institutional efficiency, and safety record as factors that would ensure continuity of mission and staff well-being.

“Rwanda has positioned itself as a competitive destination for multilateral institutions, offering a cost-effective, secure, reliable and enabling environment for their operations,” the Prime Minister noted in the letter.

The proposal offers office facilities and essential services while working toward developing a long-term UN campus in Kigali. Rwanda also promised the “full package of privileges, immunities, and tax exemptions in accordance with UN standards.”

The Rwandan government invited a technical mission from the Secretary-General’s office to visit Kigali to discuss the proposal further and conduct a first-hand review of Rwanda’s infrastructure and facilities.
